This does make things a little more complicated (and much harder to keep white hat). The key is to create specific localized pages that contain specific and localized value (read: content) to the visitor when they visit the localized version. Where you will get into trouble is if you create a big number of "localized" pages that contain exactly the same content and only the location (state, city, address etc.) information changing.
The only way to create localized pages is if you have a legitimate reason for it and legitimate unique content - otherwise you are heading into black-hat territory for sure.

You could try looking at localized lists that would host content for you but still link to the primary "international" site - i.e. Local Trade magazines or Local serialized classifieds (Autotrader.com maybe?).

Hope this helps a bit! Thanks again for the comments Will!

that definitely makes sense... What if the the automotive site in question is a national service, without a brick and mortar location? Sections of the site could certainly be targeted locally, but it gets little harry...

Yeah, I think some of the best options for picking up traffic (and hopefully links) from directories these days are in Local target sites like Yelp and Local.com etc, etc... Providing the Automotive site has local markets it can target of course!
